Applicants are invited from suitably qualified candidates of Malawian Nationality to fill the vacant post of Director of Technical Services at Central Region Water Board.
THE ORGANISATION
Central Region Water Board (CRWB) is a Statutory Corporation created by the Waterworks Act No. 17 of 1985 and it is legally mandated to supply potable water and provide sanitation services in all towns and market centres in the central region of the Republic of Malawi.
In order to effectively and efficiently fulfill its mandate, CRWB now invites suitably qualified and experienced dynamic individuals to fill the challenging and exciting position of DIRECTOR OF TECHNICAL SERVICES (GRADE CRWB 2), on a three-year-contract, renewable based on satisfactory performance and mutual agreement. The position is tenable at CRWB Head Office, in Lilongwe.
CORE FUNCTIONS
Purpose of the Job: To provide effective leadership on all technical matters of the Board.
KEY DUTIES
a) Ensures that water supply and other technical projects are conceptualised, designed and implemented in an efficient and effective manner.
b) Delegates operations and maintenance of the water supply infrastructure to designated divisions within the directorate and follows up to monitor process;
c) Ensures that the delegated divisions supply water of acceptable quality and that the service being provided meet the required standard;
d) Scrutinises and approves water catchment management programs and monitors their implementation progress;
e) Manages and supervises day-to-day activities in the various divisions in the Technical Services Department, namely; Projects, Operations, Quality Assurance and Environment Managementand the Zones;
f) Prepares overall water supply and sanitation service plans and programs and ensures their proper execution;
g) Ensures that there is adequate and timely mobilization of resources for the technical service programs and that both assets and the resources are safe and used for the furtherance of the objectives of the Board collaboration and co- programmes, policies, procedures and guidelines are strictly adhered to at all times;
i) Reviews divisional reports and gives feedback, where necessary;
j) Prepares annual budgets and participates in budgetary control during implementation;
k) Prepares and submits to the Chief Executive Officer monthly, quarterly, bi-annual and annual departmental performance reports;
l) Prepares quarterly board papers for the Board of Directors;
m) Participates in national duties required;
n) Attends to any other duties relevant to the position and as assigned by superiors from time to time.
RESPONSIBILITY
Reporting to the Chief Executive Officer, the Director of Technical Services will be directly responsible for the following officers within CRWB;
a) Projects Manager
b) Zone Managers
c) Operations Manager
d) Quality Assurance and Environmental Manager
THE PERSON
Required competences, Attributes and Skills
The required candidate should have the following competences; skills and attributes;
Proven track record of managing work teams of various skills Familiar with policies and contemporary developments in the water sector in Malawi.
Ability to communicate and effectively negotiate with senior government officials, development partners, major consumers, consultants, contractors and other stakeholders
Mature, judicious and honest person with good communication skills.
QUALIFICATIONS AND EXPERIENCE
The ideal candidate must have;
Environmental engineering or Integrated Water Resource Management and Development;ental Engineering or Integrated Water Resource Management and Development;
c) Registered and in good standing order with Malawi Engineering Institution
d) Five (5) successive years experience at middle management level in a complex urban water supply set up;
e) Excellent oral and written communication and hands-on human
resource management.
The successful person shall be offered a performance-based contract for a period of three (3) years with an attractive salary, benefits and gratuity package commensurate with the seniority of the position and qualifications of the candidate.
